The London Thames Gateway Development Corporation approved an application for the construction of a twelve storey residential development at Virginia Quay.
Commenting on the decision last night Cllr Conor McAuley Chair of LTGDC’s planning committee said;
‘When this application came to the committee in February members voiced concerns over elements to the scheme. For these reasons the committee unanimously agreed to defer a decision on the application. A combination of misunderstanding and misreporting interpreted this vote as a refusal of the application but this was not the case. A refusal by the planning committee – or any other planning authority – has to be accompanied with reasons for this and no such reasons had been put to the vote.’
Cllr McAuley continued:
‘The applicant has met the committee’s concerns and, as a result, we have a much better scheme. Converting all one bedroom units into two bedroom units brings the development into line with local council and London wide policies on size standards. Similar amendments have seen the provision of balcony space comply with existing guidance and other concerns relating to access, sunlight and over development have been addressed.
‘The committee considered whether there were strong planning grounds for refusal and concluded correctly that there were not. To have decided in any other way would have resulted in the wilful squandering of public money in legal costs at appeal where defeat would be inevitable.’
In concluding comments Cllr McAuley said:
‘To the disappointment of the objectors to the scheme I have to tell them that our decision was informed solely by an assessment of the application against existing planning policy, including those developed by Tower Hamlets Council. The fact that Council officers have made clear that they consider the scheme acceptable provides confirmation that our assessment of it against existing policy was consistent and correct.’

Communities Secretary Eric Pickles visited Barking Riverside to open a show home in what developers boast is the latest energy efficient housing scheme in the capital.
The show home – part of the London Thames Gateway Development Corporation’s Meadowland development – forms part of one the largest housing developments in London. Larger than the homes on the Olympic Park, Barking Riverside will deliver 4,000 houses in the first phase of the 10,000 home scheme.
Constructed with a built timber frame insulated panel system, with window and door already installed has ensured high levels of air tightness in the Meadowland homes. The panel design and installation has the potential to yield a 42% reduction in energy consumption.
High performance photo voltaic solar cells have been installed on the roof of the new homes and fully integrated with the mains electricity supply to enable mains feedback. The use of photo voltaic cells could see a 20% reduction in electricity consumption.
Provisions have also been made in house design for connection to a future local heat network and meet the expected demand for ‘waste heat’ from the neighbouring Barking power station. And with design integrating modern housing and ‘green’ technologies – including living roofs and rainwater harvesting – the homes meet exceptionally high sustainability standards (Code level 4).
A joint venture between Bellway Homes and the Homes and Communities Agency (HCA) Barking Riverside is one of the largest brown field regeneration projects in Europe drawing on £180 million of public funding to deliver a new community along a 2 kilometre stretch of the Thames. Working together with the London Thames Gateway Development Corporation and Southern Housing Group Barking Riverside has already delivered a new neighbourhood centre and a new three form George Carey Primary School with plans in place for a new secondary school.
In total some 1500 new jobs and 10,800 new homes will be created.
Joining Mr Pickles a Barking Riverside was Bob Lane LTGDC Chairman, Dale Meredith Development Director at Southern Housing Group along with new Barking Riverside resident Sarah Auma Okungu.

‘We’ve strived to make the most energy efficient homes in the heart of the most green and sustainable development in London. With Meadowland homes at Barking Riverside over 25% larger than any other 3 or four bedroom homes on the market and with fantastic features we’ve achieved the highest sustainability standards without compromising on both comfort and design.’

“Southern Housing Group is creating vital affordable housing at Barking Riverside, which is making a real difference to London families.
“Built to some of the latest sustainable development standards, our homes are helping families such as Mrs Auma’s to live in comfortable and environmentally responsible homes. Their sustainable credentials will have both an immediate and long term impact on affordability, particularly in a climate of rising energy and household costs.”

Securing Hackney Wick’s future as the new focus for east London’s creative business growth is the ambition behind development plans to transform a 1.6 acre site to deliver over 6,000 square metres of affordable and flexible workspace and 130 residential units in a new work live scheme which gained a planning approval today.
Led by the London Thames Gateway Development Corporation (LTGDC) the £45 million scheme for a high tech hub will see a ratcheting up of the range and quality of business accommodation building on the existing cluster of creative industries in Hackney Wick along with those industries struggling to establish a foot hole in high value Shoreditch and Hoxton.
And allied with plans already put in place by LTGDC with TfL and Network Rail for significant improvements to Hackney Wick Station along with super fast broadband connections, the combined effect will heighten the attractiveness of the area as a viable business location.
The consented plans provide for a range of workspace sizes and types including rent-a-desk options, shared incubator space and larger units for growing businesses. This mix of provision is vital for creating a vibrant employment hub capable of supporting continued economic growth and investment in Hackney Wick.
1,596 sq m of retail for a convenience store, cafes, bars and restaurants, 1,820 sq m of public open space, and 130 residential units providing a mix of studios one, two and three bed apartments add to the creation of a new vibrant area for Hackney Wick.
The creative industries remain a strong and dynamic component of London’s economy, accounting for one new job in every 12 created [1]. The prospects for creative industry growth in Hackney Wick received strong endorsement. Research by the Tom Fleming Creative Consultancy cited the spotlight of the London 2012 Olympic Games, the presence of the IBC/MPC and its lure to high end media companies to locate and improving access to the area by road and train.

‘Tech City shouldn’t stop at Shoreditch. We are providing the foundations for it to continue to spread eastwards through to Hackney Wick. A hefty £34 million worth of assets are set to transfer to the Mayor of London’s new housing and regeneration arm later this year maintaining the momentum of regeneration in east London, it was revealed today.
The transfer comes in the aftermath of the passing of the Localism Act and with it the creation of the new Mayoral Development Corporation covering the Olympic Park and Olympic Fringe. Under the new arrangements all LTGDC projects outside the new Mayoral Development Corporation area will transfer to the Greater London Authority.
After the successful stewardship of planning and development activity in east London since 2005 which has secured over £6 billion of private sector investment along with planning consents with the potential to deliver over 18,000 homes and 15,000 jobs, LTGDC will transfer all its development assets and staff to the MDC and the GLA in April 2012 and will transfer its planning responsibilities for the Lower Lea Valley to the new Mayoral Development Corporation and the relevant local authorities in October 2012.
Speaking today on the asset transfer LTGDC Chairman Bob Lane said;
‘The asset transfer is excellent news for both east London and the capital. It’s a testament to the effective management of LTGDC over the last 6 years that they are as substantial, containing many key developments that will be an essential part of securing east London’s prosperous future.
Assets set to transfer to the GLA include the 25 hectare London Sustainable Industries Park at Dagenham Dock, new homes development at Barking Riverside, the Creative Industries Quarter in Barking Town and both land and development sites in Rainham Village, Havering.
A three week consultation with local councils on the asset transfer begins today. After this point an Order is planned to be laid in Parliament in March providing legal sanction for the transfer.
Mr Lane continued:
‘With our assets come an expert and dedicated staff who know east London and its challenges intimately and the proven skills to overcome them. They will be an asset to both the new MDC and City Hall in driving east London’s regeneration to a successful and fitting end. I thank them all for their hard work and dedication and their sheer level of achievement over the last 6 years.’

The £600 million regeneration of Canning Town Centre has been given the go-ahead by the Planning Committee at the London Thames Gateway Development Corporation. The scheme, developed by Bouygues Development and its consortium partner One Housing Group, forms part of the London Borough of Newham’s £3.7 billion Canning Town and Custom House Regeneration Programme.
The six hectare site will reconnect the areas north and south of the A13 flyover; Canning Town Corner with Barking Road and Rathbone Market – to create a vibrant, accessible and safe Town Centre. Phase 1 of the scheme will comprise 179 residential units of private and affordable housing, 424 square metres of retail and a Morrisons supermarket of over 7,000 square metres.
Work will start on site in Canning Town during the final quarter of 2012.
The entire Town Centre scheme includes approximately 1,100 mixed tenure housing units, over 30,000sqm of leisure and retail space and over 5,000 sqm of space for community facilities. The whole scheme is scheduled to be completed by 2023.
Speaking of the planning decision, Stephane Slama-Royer, Managing Director of Bouygues Development, said:
“This is a tremendous decision for Canning Town and for East London as a whole. The regeneration scheme will bring a much-needed sense of place to the area and a wealth of opportunity to the local community. 2012 looks set to be a monumental year for enhancing the economic prospects of the Olympic fringes in East London.”

Pollard Thomas Edwards Architects have won the 2012 World Architecture News (WAN) award in the Commercial sector for The Granary in Barking.
The judges commended the scheme for taking a 1870s listed building and giving it a new life with bronze cladding and a contemporary interior, transforming the previously derelict building into a chic commercial unit which more than meets the needs of a 21st century occupier.
Led by the London Thames Gateway Development Corporation, the Creative Industries Quarter (CIQ) at Abbey Road, Barking, has already seen the refurbishment of the Malthouse and now the restoration and addition of a modern extension to The Granary building which is home to the UK headquarters of Rooff.

What are LTGDC’s plans for Hackney Wick?
A new creative and high-tech hub for east London with over 6,000 square metres of affordable and flexible workspace and up to 130 residential apartments with supporting retail space and café/restaurants set either side of the existing Hackney Wick Station. LTGDC as part of the “Hub” project is working with Network Rail and TfL to initiate important improvements to the station which will see a pedestrian and cycle concourse (through the existing embankment) along with a new ticket hall and step-free access. Making access from north and south to Hackney Wick far more accessible than it is now, these new connections form a part of the new access schemes that open the Olympic Park up to its surrounding, with the two bridges over the Lea Navigation currently under construction.

The new waterside pathway at Bow which was opened in September 2011 by former British triple jumper and world record holder Jonathan Edwards CBE, has won the Best Cycling Facility Award at the London Cycling Awards 2011.
The £2.4million scheme which provides an uninterrupted 28 mile route from Hertfordshire to the heart of east London, was funded by the London Thames Gateway Development Corporation and delivered by British Waterways, with supporting contributions from the Olympic Delivery Authority, Transport for London, the London Development Agency and Walk London.
Installed under the busy A11 junction at Bow, the suspended pathway provides a much safer route for pedestrians and cyclists in the area. Now local people and visitors can travel an unbroken waterside route all the way from Limehouse to Ware and Hertford.

The art works commissioned by the London Thames Gateway Development Corporation (LTGDC) to deal with poor connections and access to Hackney Wick – an area which sits next to the Olympic Stadium – provide local community benefits but have stimulated a lively debate over the role that public art should play in delivering a legacy for east London.

The first unit sale at LTGDC’s landmark Wildspace development business units at Lamson Rd, Rainham has completed this week.

The first Water Chariot waterbus has been unveiled in Limehouse Basin, east London, ready to start testing a new waterway bus route transporting passengers to the Olympic Park.
The barge, one of an expected fleet of 26 water-buses, will ferry passengers from Limehouse Basin to Old Ford Lock on the River Lee Navigation, at the western entrance to the Olympic Park. There are also plans for the water-buses to operate from Tottenham Hale as demand grows for the service to the Olympic Park from this area.
Mark Blackwell, British Waterways’ project manager said: “It’s fantastic to see the first waterbus arrive at Limehouse Basin today. The canals and rivers of East London provide a perfect route to the Olympic Park. We hope that more activity on the waterways will ensure a long term legacy for the area, with more people discovering and enjoying the canals and rivers that connect different communities within the capital.”
The waterbus route has been made possible following investment of £300,000 by British Waterways, London Thames Gateway Development Corporation and the Olympic Delivery Authority. The journey, with stops at Limehouse Basin, Three Mills Island in Bromley-by-Bow and Old Ford Lock on the edge of the Olympic Park, will take visitors 35 minutes.
The Olympic waterbus service is a privately operated business, known as Water Chariots, managed by Peter Coleman.
Peter explains: “Travelling to the Olympic Park by barge will be a wonderful experience. At 4mph it’s never going to be the fastest route, but it’s full of character and interest.
“We’ve had a lot of interest from businesses and individuals alike, and with that in mind during 2012 we’ll be offering a hop-on hop-off service for the public, and a charter service for corporates.”
During 2011 the Water Chariots team will be running a series of trials to help shape the design and interior of the rest of the fleet, train new staff, develop the route and finalise a timetable, ready for 2012.
John Middleton at the London Thames Gateway Development Corporation said: “Revealing east London’s waterways has been like recovering buried treasure, but it’s now proving really helpful in stimulating further high quality waterside development. This waterbus route will help generate interest from both businesses and visitors alike making east London a place to come to rather than pass through. Readily accessible waterways combined with superb public spaces will help us secure more restaurants, shops, cafes and other amenities by the water side, creating a new Camden of the east.”
Each waterbus can carry approximately 70 passengers, and the public can register their interest for both chartered cruises during 2011 and Games time journeys now.
Hugh Sumner, Director of Transport, Olympic Delivery Authority, said: “Visitors from all over the world will be coming to London to enjoy the Games, so it’s fantastic that these waterway routes that link east London to the Olympic Park are being regenerated and revitalised ahead of 2012. It will be great to see people arrive by water.”

A new 10.6 tonne bridge was craned into place today to reconnect the River Lee Navigation towpath enabling over 28-miles of uninterrupted travel for walkers and cyclists from the River Thames to the Olympic Park.
The £2.4million scheme in partnership with British Waterways and the London Thames Gateway Development Corporation is a major boost for reviving east London’s waterways.
The Olympic Park, and the major residential developments at Sugar House Lane, Bromley-by- Bow North and South, has prompted the need for the improved crossing as well as driving a renaissance in waterside development. (more…)

A new bus rail interchange at Rainham Village has been the engine for regeneration and re-inventing village life.
East of Barking and Dagenham and meeting the Thames and Bexley at its southern boundary, Havering is London’s far east. Known for its main shopping district at Romford and prosperous residential settlements in Hornchurch and Upminster, the story of suburban contentment and growth changes dramatically at Rainham Village.
A historic village recorded in the Doomsday book, Rainham Village’s best days seemed behind it. Unsurprisingly there was a lack of ownership for the Village. The neighbouring Tesco’s store was a typical out of town development whose main road circumvented the Village in order to establish better in routes. This sapped vitality out of the struggling Village centre with life for local shop front businesses becoming even more precarious.

Britain’s best known apprentice was on hand to open new business units in Havering delivered by the London Thames Gateway Development Corporation and built by contractor VolkerFitzpatrick in a £5million scheme, designed by the award-winning Alison Brooks Architects.
The first winner of the popular BBC show The Apprentice, Tim Campbell cut the ribbon marking the successful refurbishment and revitalising of former derelict warehouses into landmark high quality business units. Called Wildspace to mark their proximity to Rainham Marshes, the sleek and colourful units will provide opportunities for successful businesses to re-locate and grow in one of five new environmentally sustainable industrial units creating over 80 jobs.

Sir Robin Wales, Mayor of Newham, broke ground on a £100 million development at Fife Road, Canning Town today with Richard Cherry, Deputy Chairman of Countryside Properties and Neil McCall, Group Operation Director of Affinity Sutton and Peter Andrews, Chief Executive of The London Thames Gateway Development Corporation (LTGDC).
The landmark development forms part of the £3.7 billion Canning Town and Custom House regeneration the UK’s sixth largest regeneration scheme. The Fife Road component will deliver 649 new ‘Lifetime’ homes and the reconstruction of Keir Hardie Primary School at a cost of £7.3 million by 2018, 140 new homes will be delivered in the first phase of the award winning scheme by 2013 with more than 30 per cent affordable.

Bouygues Development and its consortium partner, One Housing Group, submitted an application to the London Thames Gateway Development Corporation for a 6 hectare site at Canning Town. It contains an outline planning submission for the masterplan as well as a full and detailed application for Phase 1 of the development.
Phase 1 comprises 179 residential units of private and affordable housing, retail and a Morrisons supermarket of over 7,000 square metres. The masterplan provides for a comprehensive, mixed use development consisting of town centre uses within a gross external floor area of 191,530 square metres, excluding basement zones. Such uses will encompass retail – including food and drink – offices, leisure, hotel, student accommodation, live/work, health and community functions. The outline proposal seeks approval for 1,130 residential units, including extra care apartments.

Pipes are to be laid to bring low carbon heat, produced on the Olympic site, to homes and businesses in Stratford High Street.
The London Development Agency and London Thames Gateway Development Corporation are to provide £480,000 to Cofely, the energy services company of GDF Suez, to install hot water pipework connecting the energy centres on the Olympic Park and Stratford City through to Stratford High Street and beyond. This will mean that in future developers can tap into the low carbon heat source provided by the two energy centres rather than building their own combined heat and power plants.

East London Housing Association Poplar HARCA invited local residents, MP Jim Fitzpatrick, and partners London Thames Gateway Development Corporation to witness the demolition of the Inner London Hotel and the start of a transformational regeneration programme for the Aberfeldy area.
The demolition marks the beginning of a ten year ambitious regeneration programme which will see the Aberfeldy area transformed, with new homes, more green space and a new village centre, bringing much needed new facilities like a community and expanded health centre.

Closed Loop Recycling has announced £12m expansion plans which will double the current capacity of its Dagenham plant to 60,000 tonnes, creating the most advanced plastics purification facility in the UK.
As a result of a joint agreement with the London Thames Gateway Development Corporation (LTGDC), Closed Loop Recycling will purchase an additional three acres adjacent to its existing site on the London Sustainable Industries Park (SIP) at Dagenham to build a brand new factory extension, in order to realise its ambitious growth plans and meet demand for recycled food grade products. The expansion will support ambitious plans for partner brands, such as Britvic who are using the output of the factory for Drench water bottles.

Situated in the heart of Stratford and a stone’s throw away from the 2012 Olympic site, Stratford’s vibrant Cultural Quarter is to receive a boost with a wide ranging package of physical and management improvements to make it an even more attractive place for local residents and visitors.
The Cultural Quarter partners – Stratford Circus, Theatre Royal, Stratford Picturehouse and the new Stratford Island University Centre – have come together to produce a fresh vision for their part of Stratford, and a phased approach to ensure delivery. The initiative was led by the London Thames Gateway Development Corporation (LTGDC) which has also provided the initial funding and supported by the local business-led Stratford Renaissance Partnership (SRP).

A new bridge and ‘suspended’ pathway along a section of the River Lee Navigation, near Bow, will be constructed during 2011 to enable walkers and cyclists to travel uninterrupted from the River Thames over 28-miles to the Hertfordshire countryside.
Funding has been secured to build the bridge and pathway, plugging the gap on the River Lee Navigation towpath, which up until now has seen pedestrians and cyclists having to contend with the busy and dangerous A11/A12 junction in Bow, East London.

The LTGDC Board has approved the draft Sugar House Lane and Three Mills Land Use and Design Brief for consultation with local businesses and residents, landowners, developers and public sector agencies. The draft Brief is intended to provide clear guidance for new development in the area. It is expected to build upon the Mayor of London’s Lower Lea Valley Opportunity Area Planning Framework and inform the London Borough of Newham’s Local Development Framework.
