Board and Committees
The London Thames Gateway Development Corporation’s Board currently consists of ten members plus the Chairman and is appointed by the Secretary of State. Board members are appointed for their knowledge in property, regeneration, or commercial experience and special local knowledge. Membership of the Board includes representatives of the five boroughs in LTGDC’s area (Barking and Dagenham, Hackney, Havering, Newham, and Tower Hamlets) and the London Assembly.
Responsibilities
The role of the Board is to contribute directly to the Corporation in achieving its aim to accelerate the London Thames Gateway by:
- Contributing to organisation’s strategies and programmes
- Representing LTGDC externally
- Promoting the organisation’s interests and communicating its aims publicly
The Board also has a role in ensuring that LTGDC meets the highest standards of regularity, propriety, and value for money in the use of public funds.
Board Members
Bob Lane OBEChairman

Bob Lane was appointed as Chair of the London Thames Gateway Development Corporation on 1st November 2008. He is also a Board member of the Homes and Communities Agency (HCA) and a Trustee of Corby Business Academy.
Bob was previously Chief Executive of Catalyst Corby and North Northants Development Company and Chief Executive of Speke Garston Development Company. He was also a Board member of the National Housing and Planning Advice Unit.
Imtiaz Farookhi Chairperson – Audit and Risk Committee

Imtiaz Farookhi has been a member of the LTGDC Board since 1st November 2004 and is Chair of LTGDC’s Audit & Risk Committee. He has been the Chief Executive of the NHBC since 1997. Previously, Imtiaz was Chief Executive of Leicester City Council from 1991 to 1996. He has served on the boards of Leicestershire Training and Enterprise Council, Leicestershire Business Link, Leicestershire Education-Business Partnership and was a founder board member of East Midlands Development from 1994 to 1996.
Previously, he was a member of the national LSC, Further Education Funding Council, board member of the British Urban Regeneration Association, council member of the CBI, and a member of DEMOS Advisory Council. He was appointed by the Secretary of State to the Environment Agency from 1994 to 1997. His career began in public affairs in the electricity supply industry (CEGB), following which he held senior posts in local government as Deputy Chief Executive for the London Borough of Southwark (1989-1991), Assistant Chief Executive of the City of Wakefield (1988-1989), and Assistant Chief Executive for the London Borough of Hackney (1983-1988).
Kosru Uddin Â

Kosru Uddin was appointed to the LTGDC Board on 1st May 2011. He was elected as a Labour Councillor in May 2010 in Mile End East Ward for Tower Hamlets Council and since then has served as a Shadow Cabinet Member for Regeneration and Employment. He was recently appointed to serve as a Shadow Cabinet Member for Safer Communities. Kosru currently sits on LB Tower Hamlet’s Development Committee and is a board member of Poplar HARCA, a leading Registered Social Landlord.
Stan Hornagold Chairperson – Resources Committee

Stan Hornagold was appointed to the LTGDC Board on 1st August 2007 and is the Chair of LTGDC’s Resources Committee. Stan is a Project Manager and Chartered Quantity Surveyor (construction cost specialist) with 30 years’ experience which includes private sector and public sector projects.
He was an advisor to both the UK and French governments on the assessment of the bids for the Channel Tunnel. From 1998 – 2003, he was the Programme Director for the delivery of London Underground’s Public Private Partnership which was the largest public/private finance deal ever undertaken worldwide. Stan has managed projects in the UK and internationally in the commercial, health, housing, defence and transport sectors and is now a director of the Marstan Group which provides online training material for small businesses.
Cllr Conor McAuley Chairperson – Planning Committee

Conor McAuley was appointed to the LTGDC Board on 1st November 2004 and is the Chair of the LTGDC’s Planning Committee. He has been a member of the London Borough of Newham’s Council since 1982 and has served as both Deputy Leader of the Council and as Chair of Newham’s Planning Committee. He led Newham’s successful campaign for the International Passenger Station on the Channel Tunnel Rail Link at Stratford.
He currently advises Newham’s elected Mayor on regeneration issues. He was a board member of the London Docklands Development Corporation from 1991 until it wound up in March 1998. In addition, he was a founder director of the Stratford Development Partnership Ltd. He chairs the Stratford Tomorrow’s City SRB Partnership, is Vice Chair of the Thames Gateway London Partnership and is a member of its board.
Cllr Mick McCarthy

Mick McCarthy was appointed to the LTGDC Board on 1st December 2008. He is a member of the Labour Party and a councillor for the Eastbrook Ward in the London Borough of Barking and Dagenham. Mick is a Cabinet Member with the Regeneration portfolio which covers Spatial Regeneration and Development, Thames Gateway, Skills and Enterprise, Lifelong Learning and Adult Education, and Transport Planning Regeneration.
Councillor McCarthy also sits on the Board of Thames Gateway London Partnership, the Public Transport Liaison Group, Greater London Enterprise, Local Development Framework Steering Group, and the Local Government Association’s Urban Commission. He is also a Governor at All Saints Catholic School and Technology College and Rush Green Junior School.
Cllr Guy Nicholson

Guy was appointed to the LTGDC Board on 1st November 2004. He is an elected Councillor for the London Borough of Hackney, first elected in 1998 and since 2002, has held the Cabinet portfolio for Regeneration and the 2012 Olympic & Paralympic Games.
Guy is a member of a number of boards tasked with the strategic planning and delivery of social, economic, cultural and urban regeneration initiatives in London including the Thames Gateway London Partnership, the 2012 Five Host Borough Leaders & Mayors Partnership, the North London Strategic Alliance and is the current Chair of the City Fringe Partnership investing into central London’s small and medium sized business sectors. Guy is a member of the European Social Fund Programme Committee and a member of the London Councils Economic Development Forum and London Councils 2012 Culture, Leisure & Tourism Forum. He is also a council member of the Arts Council London Regional Council and is on the advisory board for Art in the Open.
He is a Director for Gateway to London and is a Director of Tour East, the tourism and visitor economy agency for east London and is a board member for the Shoreditch Trust and the Hackney Empire Theatre.
Cllr Michael White Â

Michael White was appointed to the LTGDC Board on 1st November 2004. He has been the Leader of the Havering Council since May 2004. He was educated in Dagenham and Havering and has worked in information technology for the past 20 years and currently works for the Police IT Organisation, which designs and provides its IT systems.
Michael joined the Conservative Party in 1982 and has been a member of Havering Council for 10 years. In 1998, he became Deputy Leader of the Conservative Group and Deputy Leader of the Council in 2004. His responsibilities were e-government and communications, but he later took on responsibility for the Council’s drive to improve its CPA score. As Leader, he has a focus on improving community leadership, and he has recently become a Board member of the Groundwork Trust.
Sheila Drew-Smith

Sylvie Pierce

Sylvie Pierce was appointed to the LTGDC Board on 1st February 2009. She is a director of Equity Regeneration, a regeneration advice company set up in 2010. Prior to this, she was founder and Chief Executive of Building Better Health. Prior to her career in property development, Sylvie had a long career in local government where her last post was Chief Executive at the London Borough of Tower Hamlets.
Sylvie is Chair of Governors at Mossbourne Community Academy; a Richard Rogers designed school, which she worked on for the sponsor, Sir Clive Bourne. She is also on the Board of London Remade, a social enterprise specialising in recycling. In the past, she has been on the Board of the Financial Services Ombudsman Scheme, an equal opportunities commissioner and a visiting professor at Guildhall University.
Roger Evans

Roger Evans was appointed to the LTGDC Board on 1st November 2009 and is the Greater London Assembly Member for Havering and Redbridge (since May 2000). Roger is a lawyer and member of the Society of the Middle Temple. He advises Women-2-Win, a group dedicated to increasing the number of female Conservative Members of Parliament. Roger sits on a number of GLA committees to include Audit, Budget and Administration, Transport and the Fire and Emergency Planning Authority.
