The London Thames Gateway Development Corporation (LTGDC) is the Government’s lead regeneration agency for east London.

LTGDC is transforming east London’s centres into vibrant high quality sustainable communities with thriving economies. Creating new homes and new jobs LTGDC is delivering regeneration and acting as a vital catalyst to realising the investment potential of London’s hotspot: east London.

LTGDC has the unique role of an Urban Development Corporation with planning powers, the ability to buy and develop land, CPO powers, funding, and the appropriate skills and attitude to bring regeneration forward.

The Executive

The Executive is responsible for the day to day running of the organisation and reports to the Board.

Peter AndrewsChief Executive

Peter Andrews joined LTGDC as its first Chief Executive in 2005. Under his leadership the Development Corporation has made significant progress in the regeneration of east London establishing itself as the lead delivery agency for the area.

Peter Andrews is a Chartered Surveyor with over 25 years’ experience in the development of complex urban sites. He spent his early career in the City working in property fund management and property finance for major financial institutions. He then moved into direct property development as Director of Dwyer Plc focussing on London offices and residential before moving to US property group, Tishman International where he became European Managing Director. Following 14 years in development he joined Swindon’s newly formed Urban Regeneration Company as Chief Executive to establish the organisation and regenerate the town centre.

Steve Oakes Director of Development

Steve Oakes was appointed as Director of Development at LTGDC in August 2009.

Steve leads a 12 strong development team at LTGDC covering development plans for both the Lower Lea Valley and London Riverside. Previously, Steve was a Director for the London Region of Homes and Communities Agency which came into operation on 1st December 2008. A Chartered Surveyor and qualified Structural Engineer, he has over 25 years’ experience in land and property, particularly in the planning and delivery of large, complex regeneration sites for the public and private sectors.

In 2002, Steve joined English Partnerships in the Milton Keynes office and soon after became an Area Director when the London and Thames Gateway region was first set up within the agency. In 2005 he also took on the responsibility of Project Director for the £1bn London-Wide Initiative, an affordable housing delivery programme. Later he was appointed the Regional Director for London and Thames Gateway and held this role until the formation of the HCA.

John AllenDirector of Planning

John leads the Planning team at LTGDC which has been responsible over the last five years for agreeing proposals to create more than 13,900 new homes and over 14,300 jobs.

He has also led on the setting of a ground-breaking tariff approach to secure private sector contributions to infrastructure and community benefits to support new developments through the planning process.

He leads the organisation’s programme for compulsory acquisition of land where action is needed to progress development projects, which has been endorsed by the Secretary of State on appeal.

His responsibilities also cover transport where he advises the Board on planning and investment priorities and an overview of the statutory planning processes and masterplanning which the Corporation funds and contributes to.

John was previously Head of Planning and Development at the Royal Borough of Kingston upon Thames, joining them in 2000. He also served on the executive of SWELTRAC (the South West London Transport Conference), securing funds from Transport for London for investment in strategic transport projects.

Prior to 2000, he held a number of planning appointments in west London Boroughs.

John MiddletonHead of Economic Development

As Head of Economic Development at LTGDC John develops policy, strategy and projects which will over time deliver significant change for east London. In his role at LTGDC he is the lead for all economic development work including education & skills and culture & community portfolios. Examples of his work for LTGDC include the new marketing suite “The View” and the community space called the “View Tube” which are both adjacent to the Queen Elizabeth Olympic Park. He was also responsible within LTGDC for the National Skills Academy for Financial Services and the new Birkbeck/UEL university centre (which opens in 2013). John has also been responsible for a number of school projects including Rokeby School in Canning Town, Eastbury School in Barking and St Paul’s Way Trust School in Bromley by Bow. Prior to working for LTGDC John ran his own management consultancy business. He had a number of clients who employed him to clarify strategy, improve business plans or develop sustainable new projects. John has had a varied career mainly as a Director in education, and has worked principally in Manchester, east London and Australia. While working in east London John has supported a number of cultural venues become more financially sustainable. He is currently a regional Council member for the Arts Council of England, Chair of Barking and Dagenham College, Vice Chair of Stratford Circus and a trustee of Bow Arts Trust and the Broadway theatre in Barking.

Patrick EdwardsHead of Communications

As Head of Communications at LTGDC, Patrick leads on developing marketing opportunities of inward investment into east London and positive promotion of LTGDC’s priority projects to key stakeholders.

Patrick joined LTGDC in August 2008, with over 10 years of leadership experience, specifically in media relations and strategy management roles at the Child Support Agency, Disability Rights Commission and the University of London.

Patrick has a strong political background and knowledge, completing a Masters of Science in Political and Social Theory in 2001, as well as roles as a Councillor for the London Borough of Houslow for three years, a Director for the Greater London Action for Racial Equality and was the National Ethnic Minorities Officer for the Labour Party.

Gerard WhitemanDirector of Finance

Gerard Whiteman

Gerard leads the Finance and Operations team at the London Thames Gateway Development Corporation with responsibility for the organisations corporate functions including, Corporate Governance, Finance, HR, IT and Office support.

He joined LTGDC in 2006 having previously worked for South East England Development Agency (SEEDA) for five years.

He is a qualified ACCA accountant, graduate of De Monfort University and an avid football fan
